Public entity has a privilege to refuse to disclose official information, and to prevent another from disclosing official information, if the privilege is claimed by a person authorized by the public entity to do so, and disclosure is forbidden by law or against public interest.
If court becomes aware of facts indicating that a child is at risk of abduction, the court shall determine whether measures are needed to prevent the abduction of the child by considering whether a party has engaged in planning activities that would facilitate the removal of a child from the state, including applying to obtain a birth certificate, medical records.
Upon giving birth, the responsible person shall provide to the natural parents a voluntary declaration of paternity. The hospital staff shall witness the signing and shall forward the signed declaration to the Department of Child Support Services. A copy of the declaration shall be made available to parents. No health care provider shall be subject to any civil, criminal, or administrative liability for any negligent act relative to the accuracy of the information provided.
Coroners shall maintain registries of the names of the deceased, and information including detailed medical reports upon which decision as to cause of death has been based.
Each live birth, fetal death, death, and marriage shall be registered. A report of every judgment of dissolution of marriage, legal separation, or nullity decree shall be filed with the State Registrar.

Persons in charge of hospitals or other institutions where patients are admitted for treatment or confinement, must make a record of the patient's personal, medical, and other information adequate for the completion of a birth or death certificate.
This law sets out conditions for release of birth data files, birth data files for public release, death data files for public release, death data files for purposes of law enforcement or preventing fraud, and nonconfidential marriage data files.
