Summary:

The agency charged with protecting and advocating the rights of persons with disabilities may investigate any reported incident of abuse or neglect if there is probable cause that it in fact occurred. The agency shall have access to the facility or program to examine relevant records and interview persons who may have knowledge of the alleged abuse or neglect. The agency shall have access to facilities and programs treating persons with disabilities and access to such persons.
