The State Department of Rehabilitation may promulgate regulations protecting records and confidential information maintained for the vocational rehabilitation program.
Upon request, information in appellant's case record may be disclosed to the individual or his/her authorized representative. If the department believes medical, psychological, or other information may be harmful if released directly to the individual shall be released to his/her authorized representative. Records kept by any public agency or officer pertaining to any vocational rehabilitation program shall be open to inspection by the person to which the records pertain or person authorized by him/her.
