Individually identifiable physical or mental health information, substance abuse information, or child care or education information provided to a county commission to participate in early childhood developmental programs pursuant to section 130140, shall be considered confidential. Such confidential information may only be disclosed to a person, agency, or entity that receives funding from the county commission and only to the extent necessary for the provision of services, unless written consent authorizes further disclosure or disclosure is required by law.
